Open Seat on the Luther Board of Trustees

A seat on the Luther Board of Trustees is currently vacant, leaving the four active members to select a replacement. Applications remain open via the Town Manager until September 10, 2026. At this point, a single candidate has submitted interest.

Under Oklahoma law, when a vacancy occurs on a town board, the remaining trustees appoint a qualified resident to serve until the next general municipal election. That is why this seat is being filled by appointment rather than a special election. The next regularly scheduled Luther municipal election is expected in April 2027.

The past year has brought heightened attention to how the town is governed. The proposed data center sparked months of community conversation, including a six-month moratorium the board approved during a memorable June meeting held outdoors on the street. That spectacle, along with broader talk of accountability and calls for change, has drawn more attention to the Board of Trustees. It seems like a natural moment for someone who wants a voice at the table to step forward. This time, serving doesn’t require running a campaign or putting up yard signs. The board simply appoints from the letters it receives.

Who Can Apply?

According to state law and longstanding town practice, you must:

• Live within the legal town limits of Luther
• Be a registered voter at an address inside those limits

That’s the core requirement. The position is unpaid and volunteer.

What Does the Job Involve?

A five-member Board of Trustees, elected at large, leads the town of Luther and selects one of its own members to serve as mayor. These same trustees oversee both the Luther Public Works Authority and the Luther Economic Development Authority. The recent opening on the board follows the resignation of Carla Caruthers, who stepped down after five years of service to accept a position as the town’s new court clerk.

Trustees meet regularly — typically the second Tuesday of each month at 7 p.m., with special meetings often scheduled on the fourth Thursday. They are responsible for the town’s roughly $1.5 million annual budget, along with reviewing large (and smaller) expenditures, passing resolutions and ordinances, and guiding decisions that affect streets, utilities, public safety, parks, economic development, and overall community direction. Preparation time outside of meetings is expected.
