A proposed agreement between the Town of Luther and Oklahoma Gas & Electric requires voter approval to renew a 25-year franchise lease.
The franchise agreement is a contract between the town and OGE Energy Corp, granting the public utility company the right to use public rights-of-way, like streets and alleys, to operate and maintain its electric distribution system. In return for this access, the town receives a franchise fee, a percentage of OGE’s gross revenue from electricity sales within the town limits.
The agreement allows OG&E to provide electricity service to residents and businesses in the town by enabling them to place poles, wires, and equipment on public property. The Town of Luther has a 25-year franchise agreement with OGE, which is set to expire in 2026. The town currently receives 3% of the electricity sales within the town limits. The proposed agreement between the Town of Luther and OGE is for a new 25-year term at 3% interest and requires voter approval.
The election is expected to be on Tuesday, October 14, 2025.
